There is no strategy for roulette, it's completely a game of chance. There is no way to fix the game, or read the past spins of the table, it's all completely luck based. Modern casinos test the wheels every day to make sure they're spinning up numbers randomly and any that are not are taken off the floor and fixed before anyone can take advantage of the table.
Roulette is a place where the casinos have a great advantage over the players because there is no way to plan ahead or to read the table. In Blackjack you might be able to run a count for awhile and do card counting (but with the way they deal cards these days that is nearly impossible) and in Poker you might win more than your opponents through strategy and luck(what cards you have, what cards the other might have, how strong a hand is possible off of what is on the table), but Roulette is completely luck based and there is no way to plan ahead. Any books or systems that say that they can help you are fake and a waste of money.
The spots that pay off the best are the ones that are least likely to be hit, so if you really want a "strategy" bet on Red/Black or Odd/Even. Since it's different every time the wheel spins it's impossible to say which is a better bet, but on those spaces you'll at least have a 50/50 chance on your money(though it's not really 50/50 since there's the 0 spaces that don't count as either color or odd or even). The higher the odds on a space(2 to 1, 5 to 1, 10 to 1) the less likely it is to pay off, so if you put money on a low paying spot you won't win as much, but you'll be more likely to win.
